The State’s Big Opportunity

Despite these impressive stats, Texas ranks 48th in breweries per capita and 40th in craft beer industry economic impact per capita. 2024 marked the first year in recent history where more Texas craft breweries closed than opened, with the industry still dealing with supply chain disruptions, rising costs, and other lingering market impacts of the COVID-19 pandemic.

Texas is a big, high population state and we have a big opportunity to return to growth if we can fix anti-competitive, antiquated laws limiting local craft brewers’ access to market.

Would reduce regulatory hurdles currently experienced by multi-location breweries simply trying to move their own inventory between their own facilities.

SB 1554 | HB 3336

Would provide excise tax relief for Texas craft breweries who donate their spent grain byproducts to local agricultural producers. This bill provides targeted relief for brewers while lowering feed costs for Texas farmers and ranchers.

Would allow Texas brewers to safely and legally deliver and ship their products directly to consumers, mirroring paths to market already afforded to Texas wineries and all Texas retailers with the exception of brewpubs.
